transferring funds to another Irish Bank account

I get confused between online banking and phone banking in doing transfers of money to another Irish bank account. With online banking am i right in saying you need a reader gadget but with phone banking you can transfer up to 1000 euro with no trouble. Apologies if this does not make any sense
 
It depends on the Bank, each have different methods to allow an online transfer to another Bank, which Bank are you thinking of ?
