Transfer of property to one of three who property is left to

Quick question, our mothers house was left between 3 of us - one wants to buy the house.
Can a solicitor simply transfer on agreement from Mothers name to the buyer - to save the fees etc.
ie can the executor sell the property prior by agreement without the deeds reflecting all three names
