Transborder worker relief

I was just looking at the revenue website and saw this. I am totally useless with all things tax and was just wondering what exactly it is. Im afraid i didnt understand the explanation of it given by the website.I am a cross border worker (working in NI living the the republic) and was wondering is this something i should be aware of. Thanks.
