towing a car with no tax or insurance?

i was told by someone that if you use a tow bar (a bar connecting the two vehicles like a rope but that swivels) that the car being towed then goes under the insurance of the car towing it...but what about tax if its not taxed? anyone heard of this before??
 
i dont think tax is needed..as if it is being towed it is not a mechenical propelled vehicle....not 100% sure though.
 
But if its broken down on the side of the road with no tax, it'll get a ticket, won't it?
 
well it hasn't been on the road since january and its been moved to a relatives for storage as leaving it outside its been broken into twice..it could be set on fire at this rate, thing is relatives live an hour away..
