** apologies in advance for nature of post and some of the terms used but it is serious!

Simple enough problem. Theres not enough water is coming out of the cistern to flush everything away. Instead, 3 flushes and a bang of the brush is required to get the job done.
Ive opened the cistern and it says its a 7 ltr flush vwhich should be enough, but on a trial flush, Ive watched the water coming out of inner plastic tank in the cistern but its not completely emptying. Im really starting to get browned off. Any ideas?
 
there is a connection between the handle and the ball cock deivice check and see if u can tighten this as it will allow for a better flush thats how i fixed it on my toilet anyhow
