Thats Gas

This may sound a bit clueless but does anyone know if there is usually a central area in an apartment block/areas to turn off the gas going to all apartments or can gas only be turned off for each individual apartment at individual meters (in my circumstance these meters are in the underground car park). I recently parked near gas meters which belonged to 5 apartments out of a total of 120 apartments in the block and received a hefty fine with the excuse that in case of an emergency in 1 of the 5 apartments they could not turn off their gas because my car was in front of it.

Was the area marked as a parking space, or did you just chance your arm? Any signs or other markings?
