Tenants in Common - how to divide

Hi

What happens if 4 people are tenants in common of land and 2 of them want to realise their share?

As far as I know the options are:
-they can be bought out by the other 2
-the land can be sold and proceeds divided
-part of the land can be sold to buy out the 2
-it can be divided into 4 plots and registered as such

All 4 must agree before any of the above happen

However, if one person decides to dig their heels in and refuses to do any of the above, what options have the 2 people who wish to be bought out, if any?

Sadly if absolutely no agreement regarding the land can be reached then the only option would be to seek the directions of the court as to how the land should be dealt with
