"Temporary type" petrol cap

I recently got petrol for a friend who drives a Ford Focus. When i opened the petrol outlet the cap just came out. On enquiring i was told when the car was bought second hand this was pointed out subsequently to the car dealer who promised he would get a proper cap. In fairness my friend has not followed up this. My query is it safe to drive with such a loose type cap...it does not screw on just you push it in.
 
My understanding is that they're illegal. If the car turned over in an accident, the petrol could pour out and greatly increase the risk of an explosion. You could pick one up fairly cheaply secondhand, but if the dealer promised a proper cap, then your friend should hold him to it.
 
I agree, if a replacement cap was agreed, then he should get it, this would also be an NCT fail, the car has to have a proper cap to pass.
