Telephone line not connected to house

I have a new tenant in a house and he called eircom to conect up telephone. When eircom arrived they said the phone line had not been conected to the house by the builder and they could do no more until this was fixed. My problem is that there is no longer any builders on site. This was not an issue with last tenants as they used mobiles. Is the builder still obiliged to fix this even though I purchased the house 16 months ago, or is it now my problem?
If so, who can I contact to do this for me. Will eircom do it if I pay for it?
