There is a cabs place on the northern side of Parnell St between the Chapters bookstore and Dominick St that advertises a flat €17 fee from their shop to the airport. Never tried them myself. If I need a cab to the airport, I just catch one on the street - it usually ends up costing slightly less than €25.
