I imagine any city would be a more difficult place to get a taxi license than a suburban county due to the sheer number of different streets/routes in/around a city. Not only would you have to know the city very well but you would also need to know all the various restrictions affecting motorists in the city such as one way systems, no left/right turns, etc.
