Tax/Stamp Duty on purchase of disused quarry.

1.A disused quarry has come up for sale, it is presently licenced as a land fill.I am interested in buying. For the purchaser what (all) addiontal cost should I factor in, while estimating the total cost of buying.
2. Does the land fill licence automatically transfer to the new purchaser. ?
