Tax refund from UK?

If an Irish citizen who is resident in UK and paying tax on their pension in UK returns to Ireland they must pay their tax in Ireland as soon as they are resident in Ireland as I understand.

If they fail to change their tax payment from UK to Ireland for say 5 years then Irish Revenue will claim the tax for these 5 years also once they find out.

If the person pays Irish Revenue the 5 years back tax they have then paid double tax. Are they allowed claim back the 5 years of tax from UK and if yes then what is the process to make such a claim?
