Can the cost of kitting out an overseas property be deducted against your Irish tax ?

It can be deducted (over a number of years) against Irish tax you would pay on income from that overseas property.

So, therefore I have to wait until I rent out the property before I can claim any costs?

Pre letting expenses are not allowable against rental income as far as I know. Bear in mind that you could also have different/additional tax liabilities in the country in which the property is located.
