talk talk - how can they do this?

Can anyone tell me if it's legal for companies like Talk Talk to sign someone up over the phone without any written consent.
If it's legal, then it's a scandal.
My eldery mother was caught by this crowd whom she thought were Eircom and gave them her account no. 12 days later she got a welcome letter, (the T&Cs say you can opt out within 7 days of signing, the letter arrived by airmail 12 days after signing)
Customer service is disgraceful, after a battle I got her out of the contract.
I know she gave them the account no. but she swears the girl said she was calling from eircom.
Is there any use complaining to comreg?

I didn't think so. It's called slamming.

You could try but I wouldn't hold out much hope of them doing anything useful based on past experience (below). Call Age Action Ireland - they are much more likely to give useful assistance.
