supermarket--food not frozen

I was in a large name-brand supermarket and the deep-freezers were clearly not working as the food was not frozen, pizza, ready-made meals etc were soft to the touch.
I couldn't locate a manager so told the check-out person, who replied;
"Oooohhh"

After searching the net, I can't find the appropriate authority to report it to...can anyone help?

(the freezers were old and in poor condition, so not a simple case of at the wrong setting...3 out of 6 freezers I looked at were not freezing)

If you go to the store again could you not inform the Customer Service Desk? - I don't think the checkout personell know what to do.
