It's very hard to understand these figures, but here is my best estimate:
The difference between the Exchequer Balance and GG Balance are things like the Social Insurance Fund, Local Government and the difference between accrual versus cash accounting.
The Exchequer figures do not include the Social Insurance Fund Revenue and Expenditure. If it were included Expenditure would be €85 billion next year.
