Stop-Cock seized

Hi, Got my plumber over to install an outside tap, he completed all the piping etc and went to disconect the mains water, but the stop cock outside the front door was stuck solid, its one of the old types that you need a key to turn. It being a friday the plumber was not hanging around.

Has anybody any tips on how to get it moving again?

I had to reread the thread title twice.

If its fully siezed and copious wd40 and manual labour with some vice grips doesnt work, you may need to hack it off and put a new one on. no fnarring.

Just keep in mind that replacing it (if on public property, eg footpath) can be an expensive operation.
