I need to send payment in sterling to Northern Ireland. I assume that a sterling draft sent by registered post is the best option. Can I purchase a draft (1250 sterling) at any branch of my bank or do I have to go to the branch where my account is? I would be taking the funds from my current account.

you could also get details of the payees bank account details, including the IBAN code and lodge direct to his account.

Downside of registered post is that someome must sign for it. it can be a pain if paying a private individual, who works 9-5, as the recepient must call to post office to collect.
 
You should be able to purchase at any branch of your bank, provided you have a card to withdraw the funds with &/or identification, & obviously that you have the cleared funds in your a/c.
