state entitlements for both parents not working

hi,

need advice urgently.

my father is 65 and in receipt of state pension.

my mother is 63, she took early retirement from work 2 yrs ago due to ill health. she was asked to return to her job with the hse, as a relief member of staff allowed to work 19.5 hrs only per week. due to a new illness she has had to give this up, she is currently only in receipt of illness benefit.

any advice / support on other entitlements available to them would be much appreciated.
 
They have a medical card. are they entitled to free esb and heating, free tv licence?
My youngest brother lives with my parents, he is working only 20 hrs a aweek, would this effect their entitlements?
 
As your brother lives at home, your parents won't qualify for the household benefits package until your father reaches 70. If he were not living at home, your father may qualify from age 66.
