Do you mean doing personal one-to-one tuition, for example in second-level subjects? Typically known as "grinds".
If so, you simply start doing it.
If you are talking about larger scale, hiring rooms, hiring tutors, etc., then that is more complex, and may require advice from the likes of an accountant.
