Starting a business ...

Hi guys,
A friend of mine has moved back from the states where he was working for a painting contractor for 6 years ... I worked in painting a number of years ago but am doing something totally different now ...
Anyway, the 2 of us are thinking of setting up a business in painting/decorating ... We know what we will need in hardware, van etc. but don't have experience in the paperwork involved ... Can anyone direct us to info or even a website that could give us some sort of step by step guide in setting this up ...
