Does anyone know where 'standard text rates' are defined ?

On the various TV & radio ads which ask you to send an SMS to 5xxxx there is normally a little tag line to the effect that 'standard text rates apply', but I have never found out what a 'standard text rate' is.

From my experience of mobile billing, there is no such thing as a standard since it always seems to depend on the package you are on, the network you are calling, the number of clouds visible in the sky, etc . . . .

I don't think I have ever sent an SMS to one of the 5xxxx numbers precisely because I have heard and read about all the scams which surround the billing process - like messages cost €1 per message sent and then they proceed to *send you* 20 messages costing €20. I imagine this 'standard text rate' to be similar where they come back and say "Oh yeah, bud, our standard rate is, eh . . . . €5 per message."

The point they are making is that you will be charged the standard rate for texting in your package and that there is no premium cost for the text.
