Stamp Duty

Does anyone know at what point should Stamp Duty be paid on a property,I bought a new house as an investment I have paid over about 75% to the builder at this time and it will be finished in about 2 months time when all monies will be paid over.Is it at that point that Stamp Duty should be paid ?

Stamp duty is paid at the time you complete the sale. The money is handled by your solicitor and s/he hands it over to Revenue.
