Stamp duty - will it go back up soon?

Just wondering what peoples opinion is on this - Do you think the government are likely to raise sd again for non ftb in the next year or two?

They're talking about a property tax though. What form will it take - does anyone know? ...or if not, what form do people 'speculate' it will take, what sort of level of penalty are we talking about?
