Stamp Duty - New Build ?

If an existing house is converted to 2 appartments. Where the house had everything replaced, all that was left was the walls, the roof, plaster, floors etc... were all replaced.

Would this be considered a new build or a existing property for stamp duty purposes?

No - its not a new build. Its a second hand property.
