ssia residency

paid a visit to the tax office in Dublin last week to try to clarify the ssia residency/non residency issue. They told me that as long as I did not stay out of Ireland for a full 2 years during the savings period and did not work or pay tax anywhere, I can sign the ssia declaration form as a resident/non resident.
They could not give me anything in writing. Anyone else get the same info ?
