Split a house into two units

I am currently in the process of having plans prepared to build a house. I had hoped to build two houses to sell or rent but after submission of plans was advised to reapply for one as two would not be in keeping with housing density of the area. The engineer who is preparing plans is advising to apply for a bigger house which can be split to provide a four bedroom unit and a two bedroom attached unit which would have seperate entrances. When I asked about planning implications he thought there should be none as you are not changing use just seperating. The area which will be the two bed unit will be shown on plans as a games room on lower level and study on top floor. This part of the house will be extended under exempt development to provide small kitchen area and additional space which will allow two bedrooms upstairs. Just wondering if there are any implications of this split that I should be aware of.
 
Your engineer is wrong. It is a change of use and does need Planning.

I'd look at insurance implications and implications regarding fire protection.
