Would a printed copy suffice Slim , More importantly is it true that the need for a locator form is passed ?

As ever, you are best refer to the DFA site for country-specifig guidance. They are updating that as requirements change.

I believe so. I am bringing a paper copy also. They will check the QR code. Yes, locator form no longer required.

Each country sets thir own rules. As above, look up the DFA guidance for whereever you're thinking of going.
