How do they means test applicants?

Does having a small amount of capital outrule one as a candidate for welfare?
 
Example for Jobseekers you can have up to 20k in savings and still get the full rate.

For Disability allowance the amount of disregard is 50k.

Full jsa rate: €188 and for every thousand you have over 20k they will deduct €1 per thousand from the full rate of €188.
 
It means that you lose a euro a week for every 1000 you have over 20k.So if you have 30k you will lose 10 a week from your payment.After that the amount climbs,so for example,if you had 50k,you would lose :
First 20k...nothing
Next 10k ...10 a week
Next 10k....20 a week
Next 10k....40 a week

So 50k would be treated as 70 a week deduction from your sw
