Social Welfare Entitlement

Hi All

My Brother is 34yrs old, he only held one formal Job where he paid Tax PRSI when he was circa 18yrs old. Since then, he has lived at home with my parents and suffered from depression, he worked from home valeting cars, he has never claimed any social welfare benefits nor has he paid any tax as the income he received was minimal. He is hoping to obtain formal employment now and 'get out on his own' as it were.
My question is this; if he were to contact his local Social Welfare office, would he be entitled to Jobseekers Benefit (given the fact he has not paid tax or PRSI? If not, what would he be entitled to ?

He would not be entitled to Jobseekers Benefit due to not having paid PRSI but he could apply for Jobseekers Allowance which will be means tested but if he has little or no income or savings there is no reason to believe he would not get some amount.
 
As he is over 25, he will only be means-tested for Jobseeker's Allowance on any savings he has himself - he will not be means-tested on parental income.
 
It's important for him to sign on as soon as he can so that he can avail of training available, it might be better for him to get up to date training and jib coaching rather than head straight into job seeking on his own. That whole process sadly cam be soul destroying without supports.

He could possibly look at volunteering too to have up to date work references.
