Small claims court against a foreign company: service bought/paid for from Ireland

Can I use the Small Claims Court to claim from a foreign based company, the service was bought and paid for from Ireland.

1. Is the Compnay within the EU?
2. If yes, where was the service provided? If outside Ireland then the other EU state is the appropriate jurisdiction.
 
One company is in the EU and the other an American company but has an office in London. Basically the problem is with two airlines and our Irish travel agent inform us the problems experienced is nothing to do with them.
 
Is it the Warsaw convention that deals with Air Travel? I doubt you'd be able to sue them here.
