Skylight balcony

Essentially a window for a room with a slanted roof that opens both up and out and down and out from the split - becoming a balcony while still standing inside due to the slanted roof. Video here.

Would planning permission be needed for one of these?
And would anybody have a rough estimate of installation cost?

Prices for the units are [broken link removed]. Cost of installation will vary depending on size and roof construction.

They're essentially still a skylight, and they are exempt when placed to the rear. From the SDCC guide:

 

In my opinion they are not exempt.
roof lights to the rear are but this is a cabrio product that creates a balcony.
