I was walking to the dart this morning when i see a house on the road has taken up the whole footpath with a skip, given that there is no space left on the footpath i would assume that its without council permission?

Ignorant and infuriating.

And I doubt the council have the authority to allow the illegal placement of a skip.

It's illegal and will cause safety issues for people walking, pushing buggies and for wheelchair issues. I'd report to both Garda and Council.

yes agreed, our youngest is not long out of her buggy so i know how annoying it is to have to needlessly cross a busy road with her, which pales in comparison to what a wheelchair user must feel.

Ill call the Gardai this evening.

it's not illegal to put a skip on a footpath providing a permit has been got for it from the local council. You should check with your council, can't see the Gardai wanting to get involved

i cant see how a permit would be granted where it renders the footpath useless but i see there is a form one can submit.

They will grant these permits where there is no option to place them off-street even where footpaths are fully blocked. Can be inconvenient but there are usually alternative routes. Development has to be facilitated and removal of debris and waste is an integral part of that.

The Gardai do nothing about cars parked fully or partially on footpaths which is in their remit. No way they'll do anything about a skip.

ill call the council and see if its permitted so, it could have gone over the wall onto their property from what i can see.

I think the permit only covers the loss if a parking spot is taken up and the CC lose out on the income from the said parking spot.

It's a waste receptacle. You cannot store a wheelie bin on the public pavement. A waste receptacle on the pavement is a litter issue. Contact the litter warden. They can issue a fine or at the very least they can insist that the skip is filled and removed in a very short timeframe.

The DCC permit application form lists footpath as one of the locations a skip may be permitted.

Application Form to place a Skip on a Public Road or Footpath

Permit fee: €27.00 per day (or part thereof) per 5 metres of road/footpath space, except where the skip is placed in a Paid Parking area, the charge for the suspension of the meter in the relevant tariff zone applies:
- Low Demand €19.00
- High Demand €41.00
- Average Demand €27.00
- Very High Demand €50.00

Is Dublin City Council the relevant authority? The OP gives no indication one way or the other
Fair point.

DCC mentions footpath and parking bay.
DLR mentions paid parking bay only.
SDCC can't find any details about a skip permit.

You can't conflate the temporary placement of a skip with the storage of a bin! Most LA By Laws clearly separate the two, and exclude skips and bulky waste disposal from the laws governing 'kerbside waste' which covers wheelie bins.
