Signing whilst appealing DA decision issues

Posting this on behalf of my brother who is unable to use a computer.

My brother was receiving long term JSA and he then decided to apply for DA due to his worsening illnesses. He applied for DA and informed his local SW office who told him to continuing signing whilst waiting.

He was then refused DA and has appealed. The local office have told him to keep signing. Now he is getting harraassed by Tús letters and has been forced to attend an interview. These Tús people don't want to know if he is appealing DA etc as they consider him within their sights as he is signing.

Now. Is the local office right to allow him to keep signing whilst appealing the DA decision? I has a feeling they have made an error.
 
He is allowed to continue with his JA claim while awaiting a DA appeal.

He should talk to the staff in the Local Office handling his claim regarding the Tús letters.
 
He has been summoned to a meeting tomorrow which tus are most insistent that he attend. This comes with the standard warnings.
