Signing off new build

Hi just wondering do you have to use the engineer you had on the building project to sign off on a house that has been built. Also how long do you have to do this. what happens if you never sign it off.

I don't think it will be possible to get another engineer to sign-off on works that are now concealed unfortunately. Was the original engineer expected to provide oversight?
