Shutting down PC puts in into standby - always

Setting up a neighbours new machine. When he turns off the machine, it seems to go into standby and if you touch anything it starts up again. Probably something in XP's power settings. On a quick look I couldn't find a solution. Rather than spend my Saturday there, anybody here know of a quick fix? Thanks
 
When you say "he turns off the machine", do you mean via the power button as opposed to "Start/Shutdown"?

If it's via the power button just right-click on the desktop and click on properties. Go to the screen saver tab and click on the Power button in the bottom right. Click on the advanced tab and you can set the behaviour for when you press the various power management buttons available for your PC.
 
I was rather startled when I first got my SANYO laptop and desk P.C. that they go into 'hibernation' mode (power-saving) quite quickly. I think if you go to Control Panel and change the time-setting this won't occur.
