Should I charge VAT?

If I sell an online product (video tutorials) should I charge my customers VAT? In other words, is it a taxable item? And do I charge all my customers VAT? Or just the customers living in Ireland? Thanks.

Are you actually delivering videos i.e by post, to your customers or do they view these on-line? If the latter then I would have thought you would be under 4th schedule services and not distance selling rules. VAT is not my stong point though so I am open to correction.
