If I am an AIB customer, can I just go in on any given day and purchase shares over the counter??

To the best of my knowledge you can.
Bank of Ireland no longer offer such a service.

Yes, you can transact over the counter with AIB. Cost min of €100 per trade. They will undertake the trade with Goodbody on your behalf, contract note and share cert will come in the post to you about 5 days post trade.
