Car service is just an oil/air filter change plus checks. Any actual work required on the car will be extra. The tyres are only up to 13 inch, anything above that is extra. I dont know what sort of cars only have 13" tyres, mine has 18". This offer is better if you dont need tyres: [broken link removed], it includes spark plug change

Very small cars sometimes have 13 inch wheels. The old original minis had wheels from 10 inch right up to 13 inch

Cheap new tyres may have terrible grip and braking. Don't scrimp on tyres. Read the reviews, get a known make. If you can't find reviews of it, avoid.

As far as I know the "EU standard" has got nothing to do with grip or braking ability.

An e-mark confirms that the tyre meets the minimum EU or International (UNECE) standard in relation to its dimensions, load and speed rating.
