Seperation distances for wastewater treatment

We are very interested in buying an old house that currently has a composting toilet. It works fine but is not ideal in the long run.

We have had an on site inspection by a leading wastewater treatment system vendor. The system will fit according to their own seperation distances from boundary, water sources etc.

However, the EPA minimum guidelines that most councils use are more conservative and it would not fit according to those guidelines.

A wastewater treatment plant would likely be better than the existing system. we would also be willing to enter a maintenance contract.

is it worth buying (to live in!) in the hope that permission would be granted? would it be hard to sell later on if we couldn't get permission?
