Self employed-Unable to pay tax-12k

A client of mine owes 12K to the Revenue. His bank accounts have been stopped by Revenue. He works as self-employed.
I am to advice him to talk to Revenue and come up with a schedule to pay it back in two years, bank statements, and also to file all his returns on time.

Which other options does he have when he cannot access to another type of finance?

What type of client? I'm hoping you're not fishing for advice which you'll then charge your client for. Revenue will allow your client to pay the liability over two years, but he will have to make a significant downpayment of 25-40% up front. As you seem to be aware, all other returns under all tax heads must be up to date.
