Saving in Iceland

I just saw an article that said that the Icelandic Central Bank has raised its interest rate to 15%. Just wondering does this mean that commercial banks in Iceland will be offering over 15% interest on savings there and if so can an Irish person open an account in an Icelandic bank?
 
Why would you? I would avoid Icelandic banks like the plague at the moment. They are toxic. Also be aware the Krona is an extremely volatile currency (I think it is down 25% against the Euro this year).
