Saab 93 acc/air fan wont turn off

The drainage hole got blocked in my Saab 93 and the water came in on the front passenger side under the dash, I unblock them but now I have another problem. The acc/air fan wont turn off when the car is stopped so I had to pull out the fuse. Does anyone have any ideas?

FYI:The prob is the control unit in a/c is gone.
