Exactly which website is important.
Gift vouchers purchased via UK part of their website are only valid for 1 year.
Vouchers purchased on their Irish website, since 2nd December 2019 are valid for 5 years. This is the law in Ireland.

I recently booked a flight using vouchers.i was told if I don't use them I'd loose them.
What they/you can do is book a flight 12 months out for the last day of expiry.

But if you put in Ryanair.ie or Ryanair.co.uk they both redirect to Ryanair.com.
They have different 'sub' sites for every country.

Just got this information from someone even if it's the gb site they are subject to Irish law

9. Applicable law and jurisdiction.
It is a condition precedent to the use of
any Ryanair Group website, including
access to information relating to flight
details, costs, etc., that any such party
submits to the sole and exclusive
jurisdiction of the Courts of the Republic
of Ireland and to the application of the
law in that jurisdiction (except as
otherwise provided by mandatory
consumer law provisions), including any
party accessing such information or
facilities on their own behalf or on behalf
of others. In the absolute and sole
discretion of Ryanair, a legal action may
be brought by Ryanair against any party i
breach of these terms and conditions, at
its election, in Ireland or the place of
breach or the domicile of that party, and,
if more than one party, in the domicile of
any one of those parties, and all other
parties shall submit to that jurisdiction.
For the sake of clarity, where a passenger
or person carried or to be carried
pursuant to a contract of carriage with
any of the Ryanair Group airlines wishes
to institute proceedings against a Ryanair
Group airline on foot of that contract for
carriage, then those proceedings shall be
brought by the passenger solely in
accordance with the provisions of the
Not Irish consumer law. If the sale takes place in the UK, then UK consumer law must apply. It even says it in the piece you copied.
They will use the irish courts for any legal case.
Buying any gift voucher is not a great idea in my opinion/experience. Even with the recent enhanced consumer protections. Cash is king
This. I just refuse to buy gift vouchers now.
I heard a saying years ago that you buy gift vouchers as presents for people you really dont like.
And you buy Ryanair gift vouchers for people you hate.

In my case our 2019 gift vouchers were used to purchase flights. They were redeemed.
Ryanair cancelled the flights.
The Gift Vouchers "use by" date passed.
Months later, Ryanair issued replacement vouchers for the originals. They put a one year use by date on the new voucher. I maintain that these were "new" gift vouchers, as the originals were used, and should have a 5 year expiry date.
This month I am required to use them before they expire, on a random expiry date chosen this September by Ryanair.
Ryanair are only showing flights for 2022 on their busy routes. They have not loaded their schedules for their less busy routes........the routes that I originally booked.
My complaint to the CCPC has never been dealt with. Over a year now.
Ryanair are throwing sales after sales at us nearly every day. Those of us with unused gift vouchers want to use them and will be happy to do so for the right flight at the right price and time. Why they don't just extend the dates instead of upsetting their customers.
Do they really need to be keeping the money?

Yes, changing money never expires and that can be used to buy things anywhere in money that does expire and that can only be use to buy things in one place always seemed strange to me.
