RTB publishes guidelines on RPZ substantial change exemption

The RTB has published detailed guidelines on what constitutes a "substantial change" to a rental property for the purposes of exemptions from the rent pressure zone measures:-

I thougth the new windows one the most stupid. No need at all to move tenants for that simple operation.

"It is intended as a guide only and is prepared at the direction of the Minister for Housing, Planning and Local Government. The RTB has produced this guide using the powers under section 151 of the Residential Tenancies Act 2004 (as amended)."
