ROS & tax office staff

For all the accountants out there in practice, who are using ROS
(for those who aren't, why not?)


Is it just my experience or do some tax office staff get very shirty when ROS is mentioned

I used to register all new clients by email through the dublin agents section, no prblems
Then I was told that I had to register through the individual tax offices, again by email it was no problem
I used this for the past 6 months and all new clients were registered with only one query

In the past tree weeks I have had 2 requests for TR1 for tax payers with nothing more than rental income. One of which was previously registered and only had to be re-activated

I understand that it is the correct procedure but never had a problem before the past few weeks and a TR1 can take upto 6 weeks to be processed in one of those tax offices

When I menetioned trying to have their returns submitted by ROS, I had the riot act read to me,
I explained that I had been registering clients this way for a while now
And was asked which tax payers they were and that their cases would be reviewed

Maybe I just got two idiots in a row, as usually the tax office are generally helpful

Our office had serious problems with this type of thing in the run up to the 31/10/04-17/11/04 deadlines. So much so that one or two of our clients didn't have their returns filed last year until December even though we were ready to file before 17 November (and had covered ourselves by faxing the Tax Offices concerned to confirm this prior to 17 November). Needless to say, no surcharges were tolerated.

Oddly enough the problems have reared their ugly head again in the past 4 weeks or so.

This is a serious service issue for agents who use ROS, and Revenue really need to do something about it.

Whats more I sent redg partnership which shows up on ros, looked for the 2 partners to sent in their f11's guess what, not there, rang up told need to send in tr1 for each. ffsake. I requested originally that they get redg, their pps no's are on the f form.

seems that some don't like the ros at all within the tax office.
1 other gripe why cant form 1 firms be submitted on line surely far simpler that f 11 etc which u can do.

I think it is that will all the data entry time saved there will have to be a lot more other types of work performed which are not as hassle free, audits etc

The lastset of figures I heard was that 44,000 form 11's filed for year ended 2002
That is about 3,600 workers days freed-up

I am sure the uptake on filing is a lot higher now

That is a lot of free time to investigate stamp duty issues, non-declaring landlords, foriegn properties, etc

ya but punching in form 11's is a lot easer, requires less use of branis etc

I wonder is there a reason why the Revenue won't allow TR1 & TR2 to be filed online?

would take away from clerical staff.
BYTW what sort of a gobsh1t decided to upgrade their system in October for the paye. was talking to someone in Self ass geting some paye details for a self employed client, said system wont give figures for most people for 2004 while the up grade is being done.

I must say I've had no problems with ROS yet.

I did have a problem last week with a VAT 4A. I sent it off but forgot to date one of the signatures. I got a call from a guy in Revenue telling me the form was incomplete and he was going to send it back to me. I obviously gave a date over the phone but was told he wasn't allowed to fill it in for me. I had to get a courier to pick it up and bring it back to me to be dated and sent back again.

Now that's service for you.
