Who do I call to treat a roof for red algae and coat it so that it doesn't grow back? Is it a roofer or a general handyman?

You need someone to work on the roof who is competent, trained and able bodied.

A roofer will possess additional skills over and above a general operative.

There are also health and safety issues, tethering equipment etc.

Make sure they are insured to do this work on your property.
