Rogue tradesmen / builders - website ?

Alright,
Does anyone know if there is a website running that lists rogue builders and other tradesmen? I remember hearing something a few weeks ago about a site going online.

Around the same time a journalist contacted our residents association about something similar. I wasn't talking to them so I don't know who the journalist was or what paper they represented.
