ringing irish mobile in usa from ireland(skype)

Can anyone tell me if you ringing an irish mobile (tesco) in usa on T mobile (usa) from ireland on skype, does the person in the States have to pay any of the charge.

yes, roaming charges apply.

You pay normal Skype rates for ringing an Irish mobile. They pay roaming for the call from Ireland to the US.

If they can get WIFI on the phone you could do Skype to Skype, but they shouldn't use T-Mobile's data service, as they'd be hit for data roaming as well.

Does anyone know if I have a Skype To Go number/account for eg.. 353 1 1234567...

Can someone call my (irish mobile) skype number in the USA for eg.. from Ireland on a landline without me or them incurring roaming charges?
